Basic Ordering Agreement (BOA) Programme

Effective 22 June 2026, the NATO Communications and Information Agency (NCIA)'s Basic Ordering Agreement (BOA) programme has been redefined to align with the NATO Procurement Policy (NPP). 

As part of this alignment, the BOA programme is now classified as an ordering agreement which can be set up specific to a need, rather than as a procurement method.

As a result, any existing BOA will remain valid only for procurement actions that were initiated (i.e. authorised) prior to 22 July 2025, where BOA or BOA+ was identified as the applicable procurement method. There will be no renewal of an expired BOA.

Not-for-Profit Framework (NFPF) Programme

Effective 22 June 2026, the NATO Communications and Information Agency (NCIA)'s Not-for-Profit Framework (NFPF) programme has been redefined to align with the NATO Procurement Policy.

The existing Not-for-Profit Framework (NFPF) will transition to a Not-for-Profit Basic Ordering Agreement (NFP BOA), reflecting its reclassification as an ordering agreement.

The scope remains unchanged and continues to support requirements related to NCIA decision-making, as well as activities intended to inform and shape future NCIA procurement requirements.

For existing NFPF holders

Should you wish to continue your participation under the NFP BOA construct, you are requested to review, sign, and return the new Terms and Conditions within 30 calendar days from receipt of the notification letter via email.

  1. Register on the NCIA's e-Procurement platform ((Neo)(Business>Procurement>Neo eProcurement). Follow the instructions and submit your application to the NFP BOA Programme. This will allow NCIA to access your agreement for future requirements;
  2. Once we have received your application in our system, we will get in touch with your National Authority to obtain a Declaration of Eligibility (DoE);
  3. Once the DoE has been issued, read, fill in and sign the NCIA's standard Terms and Conditions. Please return them to us in pdf format. Once this is countersigned by the NCIA, it will establish the initial agreement between the two parties.

Did you know?

A Declaration of Eligibility (DoE) is issued by the National Authority of where a company is based. The DoEs issued for the NFP BOA are valid for all competitions in that respective framework, which is unlike other opportunities, such as those conducted under the NATO Competitive Procurement (NCP), that require a DoE to be issued per competition.
