NATO Procurement Policy

The NATO Procurement Policy for Common Funding (NPP) sets the principles for how NATO and its executing bodies — including the NATO Communications and Information Agency (NCIA) — procure goods, works, and services financed through NATO’s common budgets. At NCIA, these principles translate into modern, digital, and accountable acquisition practices that support NATO’s mission readiness and industry collaboration.

About the NPP and NCIA’s Role

The Procurement Policy for NATO Common Funding defines how NATO must conduct procurements using shared NATO funds. It applies to all NATO Agencies and procurement authorities, including NCIA, which is one of the principal facilitators of common-funded procurement.

As NATO’s digital, communications, and information technology arm, NCIA executes procurements for complex command, control, communications, and cyber capabilities that underpin NATO’s operations and missions.

Procurement Opportunities Through NCIA

Publication of Procurement Opportunities

NCIA conducts competitive tenders and framework agreements under the NPP. Opportunities typically cover ICT systems, cybersecurity, software, infrastructure, and support services. All NCIA solicitations are published on the NCIA Business Opportunities Bulletin.

Procurement Methods and Established Financial Limits (EFLs)

The NCIA uses the following procurement methods* to procure goods and services:

  • NATO Competitive Procurement
  • Pre-competed Award
  • Limited Competition
  • Sole Source (by justification)

*NCIA may also apply agile procurement and competitive dialogue approaches to a procurement method, especially for complex ICT or cyber solutions.
