About Neo

What is it?

Neo is an Oracle-based system designed to make doing business with the NCI Agency simpler for industry. The NCI Agency launched Neo in 2022 as part of a wider effort to boost collaboration with the private sector by simplifying competition cycles and providing enhanced account management.

Why Register?

From January 2024 all business with the Agency is progressively performed through Neo eProcurement. Register now so you can be competition-ready.

We are fully engaged in rolling out the Neo eProcurement platform. Industry and the NCI Agency now have a new, better and faster way to do business.

Key Features

Neo is an Oracle-based system containing two modules designed to make doing business with the NCI Agency simpler for industry:

iSupplier Portal

This module will allow companies to autonomously manage their profile and records with us, including:

  • Access to contracts and advanced contract administration.
  • Full visibility on acceptance and payment status.
  • Self-administration of supplier data.
  • Automatic notifications of transactions.

Sourcing

This module will allow the NCI Agency to engage companies throughout all stages of the procurement process, including:

  • Online access to business opportunities: NOIs, solicitations, and RFIs.
  • Integrated workflows for requesting Declarations of Eligibility (DoEs).
  • Electronic bid submission.
  • Enriched communication exchange during solicitations.

Registration

From January 2024 all business with the Agency will be performed through Neo eProcurement. Register now to ensure you have access to the platform—it is as easy as steps 1, 2, and 3. 

Video Tutorial
1. Supplier Registration Request
  • Fill in and sign the Supplier Registration Form and send it to [email protected]. In the form, Suppliers are asked to identify the main Neo Account Manager and Financial contact, as well as agree to the attached Neo Terms of Use
  • NCI Agency will send you an acknowledgement by email.
REGISTRATION FORM
  • Once your records have been verified by NCI Agency, your Neo account will be created. There are two security layers to allow access to Neo:
  1. The first set of credentials to access Neo Gateway
  2. The second set of credentials to access Neo Login
2. Neo Credentials

Part 1

Neo Gateway

  • You will receive an SMS with your username and a temporary password. (The temporary password expires after 10 days. Make sure to activate your account within that timeframe, otherwise request a new gateway access through the Neo Service Desk.)
  • Go to Neo Gateway Login and enter your gateway credentials
Neo Gateway LOGIN
  • Follow screen instructions to change your password at first login
  • For all future gateway logins, you will also need a one-time confirmation code sent via SMS

Neo Landing Page

  • After the Gateway, you are redirected to the Neo Landing Page
  • This is your guidance hub with all information about how to navigate through the system
  • Click on Neo Login in the top right corner of the Neo Landing Page


Part 2

Neo Login

  • For the Neo Login, you should have received two separate emails:
  1. Email containing your username
  2. Email with your temporary password

  • Enter your credentials and follow the instructions on the screen to set your personal password
  • You now have access to Neo dashboard. For more details on navigating the system according to your assigned role, please refer to the guidance available on the Neo Landing Page.


Part 3

Neo Service Desk Account

  • All registered Suppliers will receive an invitation to self-register to the Neo Service Desk
  • Neo Service Desk is accessible through both Neo Landing Page, as well as directly through the URL from the email
  • In case there is a need for Neo Service Desk password reset for any of the supplier accounts in Neo,  Account Managers must raise a ticket in Neo Service Desk
3. Register to the BOA or NFPF

Submit your application to the Basic Ordering Agreement (BOA) or Not-for-Profit Framework (NFPF) directly in Neo. Detailed instructions are available on the Neo Landing Page available immediately after logging into the Neo Gateway.

The NCI Agency will contact you for finalization of the BOA or NFPF once we receive your Declaration of Eligibility (DoE) from your National Authority.

Support

A dedicated team is available to support Neo users, both when registering and during regular use. 

I have a Neo account...

Those experiencing issues when using Neo and already have a Neo account can contact the support team by submitting a ticket in the Neo Service Desk platform. The Neo Service Desk can be accessed via the Neo Landing Page after logging in.

Frequently Asked Questions (FAQ)

Are there working instructions / guidance manuals for the suppliers to refer to, including a video tutorial?

  • Yes, instructions are already published on the Neo Landing Page. In addition, a training video for simple sourcing like AAS is being developed and will be made available also on the landing page together with the rest of the training materials as soon as available

I cannot log into NEO. Error message reads "401 Authorization Required". How do I move on?

  • This can be caused by web caching issues. Options to try and resolve this:
    1. Do not bookmark the URL after the login - if you want to bookmark NEO you should only bookmark https://neo.ncia.nato.int/ OR https://neo.ncia.nato.int/Neo/index.html
    2. Please make sure you clear cache on your browser How to clear your cache The fastest way to reach to the "cache clearing" or "browsing data" section in your browser is via Ctrl+Shift+Del (Windows) or Command+Shift+Delete (Mac). Follow the instructions for your browser on how to clear the cached files
    3. Open the NEO pages using browser private windows - we have found this generally avoids most of these issues.

I have received a notification that my Neo account will expire, however I cannot log into Neo Gateway.

  • First, make sure you use the correct username for the Neo Gateway. If you forgot your password, please contact your Account Manager for password reset. If you are the Account Manager, please create a ticket in Neo Service Desk to request a password reset.

I am the Account Manager and I cannot log into Neo iSupplier Portal.

  • Please log a ticket with the Neo Service Desk and our team will reset your password.

I am a regular Neo User (not Account Manager), and cannot log into Neo iSupplier Portal.

  • Please contact your Account Manager and request them to reset your password using NCIA NEO User Administration responsibility.

I am not able to access/download some of the manuals published on the Neo Landing Page.
