NCIA transforms to improve NATO capability delivery


NATO Allies are significantly increasing their defence expenditures, strengthening their defence industrial base, and accelerating the adoption of cutting-edge technology to maintain the Alliance’s technological and operational edge and keep its one billion people safe. To support NATO’s adaptation to evolving security challenges, the NATO Communications and Information Agency (NCIA) is transforming to meet growing demand for the secure, resilient, and interoperable communications and information systems that enable the Alliance to operate.


“As Secretary General Mark Rutte has emphasized, the Alliance must continue to modernize and accelerate capability delivery to maintain its operational edge in an increasingly contested security environment,” said NCIA General Manager Dr Dylan Browne. “NCIA is committed to translating defence investments into state of the art, combat-ready communications capabilities for our warfighters at greater speed and scale.”

NCIA transforms to improve NATO capability delivery

NCIA’s transformation is designed to ensure the Agency is structured for the pace, complexity, and scale of today’s digital environment. By aligning more clearly around customer engagement, product strategy, data, and digital infrastructure, NCIA is adopting proven practices from high-performing technology organizations while preserving its unique role as NATO’s trusted provider of secure communications and information capabilities.

The changes will strengthen end-to-end accountability, clarify organizational responsibilities, and enable closer alignment between capability planning, delivery, and in-service support. As a result NCIA will become a stronger and more agile partner with NATO, military stakeholders, and industry alike.

The transformation initiative has received strong support from the North Atlantic Council and the Secretary General, and is endorsed by the Agency Supervisory Board.

As part of the initiative, NCIA is recruiting for key leadership positions in its new structure, which will come into full effect in 2027. These roles will play a central role in driving organizational performance, strengthening accountability, and ensuring the Agency is prepared to meet growing demand across the Alliance.
