NCIA General Manager meets Supreme Allied Transformation Commander


From 30 September to 1 October 2025, NATO Communications and Information Agency (NCIA)’s General Manager, Ludwig Decamps, travelled to Norfolk, Virginia, United States. There he met with the Supreme Allied Commander Transformation (SACT) Admiral Pierre Vandier, as well as senior leadership from Allied Command Transformation (ACT) and NATO’s Joint Force Command (JFC) Norfolk.


NCIA works closely with ACT to accelerate NATO’s digital transformation, supporting experimentation and innovation initiatives that bring emerging technologies into operational use faster across the Alliance.

During his engagement with Admiral Vandier and ACT senior officials, Decamps discussed how NCIA is enhancing its support to ACT’s priorities, through faster delivery of capabilities, better prioritisation of customer requirements and earlier engagement under the NCIA’s new operating model.

They also explored ways to accelerate the adoption of emerging technologies across the NATO Enterprise to strengthen Alliance effectiveness and resilience. Operational priorities such as counter-unmanned systems initiatives and space situation awareness were also addressed during the meeting.

Admiral Vandier stressed the urgency of adapting at pace to keep ahead of potential adversaries. He commended NCIA’s recent work with the Joint Analysis Training and Education Centre (JATEC) highlighting NCIA’s agility in producing a fully tailored, deeply integrated solution to meet JATEC’s unique requirements, a capability with the potential to scale across the entire Alliance.

The General Manager also visited JFC Norfolk, where he met with the Chief of Staff to discuss NCIA’s support to the Command Rapid Expansion and its evolving mission. Through its CIS Support Unit (CSU), NCIA provides on-the-ground technical service and support to NATO’s headquarters in the US, ensuring secure, reliable communications and IT services for ACT and JFC Norfolk. The visit provided an occasion for the General Manager to meet the 55-member team behind these efforts, and to discuss the future of NCIA’s support for the CIS as they facilitate the growing requirements of ACT and JFC Norfolk through 2026.
