NCIA discuss deepening NATO-Ukraine cooperation with Ukraine’s Deputy Minister of Defence


On 19 June 2025, Ukraine’s Deputy Minister of Defence for Digital Development, Digital Transformations and Digitalization, Kateryna Chernohorenko, met with the NATO Communications and Information Agency's (NCIA) General Manager, Ludwig Decamps, at NATO Headquarters in Brussels, Belgium. They discussed deepening cooperation between Ukraine and NATO, with a focus on strengthening the country’s digital infrastructure. 

NCIA has delivered key projects including those that enhance interoperability and equip Ukrainians with communications and information systems. These projects strengthen Ukraine’s ability to conduct command and control operations and improve situational awareness. During the meeting, the Deputy Minister and the General Manager reviewed the progress of current projects and identified future opportunities. The visit reaffirmed NCIA’s commitment to support Ukraine through practical cooperation, technical expertise and continued partnership.

NCIA has been providing advisory and technical support to Ukraine in the context of the bilateral Ukraine-NCIA Memorandum of Agreement for Technical Cooperation signed in January 2022, and through the NATO’s Comprehensive Assistance Package for Ukraine, closely coordinated with NATO Headquarters and the Strategic Commands. The Comprehensive Assistance Package is the overarching framework to provide Ukraine with non-lethal support and help the country achieve full interoperability with NATO.

“Support provided through the Comprehensive Assistance Package has sparked wide-reaching digital transformation across the Ukrainian military — not only on the frontline but also in logistics and support structures. Thanks to this contribution, we are building a faster, more efficient army. I believe we will continue our fruitful cooperation and expand these reforms even further,” said Chernohorenko.

“We are extremely proud to support Ukraine and contribute to its digital resilience, paving the way for deeper interoperability with the Alliance. Our cooperation, delivered through the Comprehensive Assistance Package, reflects NATO’s broader commitment to long term security and stability for Ukraine,” said Decamps.
