NCIA boosts cyber delivery through industry marketplace


The NATO Communications and Information Agency (NCIA) has awarded membership to more than 90 industry partners from over 22 NATO nations under its new Cybersecurity Dynamic Marketplace (CSDM) framework, creating a faster and more flexible way to deliver cyber capabilities in support of NATO missions.

The award marks the successful completion of a major acquisition and evaluation effort, which attracted more than 200 responses from industry across multiple cybersecurity disciplines. These initial awards cover Lot 1 of the CSDM framework, the first of four planned Lots, with additional awards expected in the coming phases.

CSDM Lot 1 is a five-year, multiple-award indefinite delivery/indefinite quantity framework with a total funding envelope of EUR 500 million. Work will be performed through individual Task Orders issued by NCIA to framework members.

The framework establishes a dynamic marketplace that will enable NCIA and the wider NATO cyber ecosystem to respond more rapidly to emerging requirements and operational priorities.

“CSDM is a flexible, performance-based and agile contracting model,” said Burak Oguz, NCIA Senior Contracting Officer. “It gives NCIA access to pre-competed, technically reviewed suppliers across multiple cybersecurity areas. Procurement strategies can be tailored at Task Order level, in line with the NATO Procurement Principles.”

Lot 1 covers eight key cybersecurity capability areas: Identity, Credential and Access Management; Endpoint Protection and Platforms; Network and Perimeter Security; Cloud Security; Threat Detection and Analytics Platforms; Vulnerability and Exposure Management; Digital Forensics and Evidence Platforms and Professional Services.

By providing faster access to qualified cyber suppliers, the framework increases NCIA’s ability to match specialist expertise to project needs while fostering a competitive environment that encourages innovation and delivers value for money. The CSDM will support the timely delivery of cyber capabilities for NATO while enhancing resilience, crisis readiness and response across the Alliance.

Luc Dandurand, Chief of NCIA’s NATO Cyber Security Centre (NCSC), welcomed the milestone. “The framework allow us to gain access to significant industry expertise through this new accelerated procurement mechanism,” said Dandurand. “This will enable us to draw on expertise from across the Alliance, strengthen delivery for NATO projects, and increase our capacity to deliver. The CSDM is an imperative for the Agency to meet the ambition set by the NATO Allies and achieve our NSIP execution targets.”

The Cybersecurity Dynamic Marketplace strengthens NCIA’s partnership with industry and access to specialist expertise in support of NATO evolving requirements. Further contract awards under the remaining Lots are expected as the CSDM framework continues to expand, providing a scalable mechanism for cyber delivery across the Alliance.
