NCIA bids farewell to outgoing Chief of Staff and welcomes his successor


On 27 March 2025, the NATO Communications and Information Agency (NCIA) marked a leadership transition. Outgoing Chief of Staff Major General Hans Folmer officially handed over responsibilities to Brigadier General Krzysztof Kociuba, who assumes the role as the new NCIA Chief of Staff during a handover takeover ceremony.


The event, held at NATO Headquarters in Brussels, Belgium, was attended by NATO senior officials and NCIA leadership. The ceremony served as an opportunity to recognize the contributions of Major General Folmer, who played a key role in optimizing and accelerating NCIA’s delivery, and welcoming Brigadier General Kociuba into his new role.

During his tenure, Major General Folmer led and contributed to several initiatives that impacted the Agency’s culture and the way it operates, including modernized processes, the introduction of new technologies, the adoption of a new operational model, and new acquisition strategies, just to name a few.

In his farewell remarks, Major General Folmer expressed gratitude to the NCIA General Manager and his colleagues and reflected on the Agency’s achievements during his tenure, stating: “Over the past three years, we have transformed the way the Agency works, with new technologies, modernized processes and a forward-looking mind-set. We are better prepared than ever to meet the evolving demands that the current context requires. As I step away, my message is clear: keep the momentum and accelerate. It has been an honour to serve, and I am confident that the Agency’s future is brighter than ever.”

During the ceremony, NCIA General Manager Ludwig Decamps extended his deepest appreciation to Major General Folmer for his contributions and service and welcomed Brigadier General Kociuba to the organization.

Brigadier General Kociuba brings extensive experience in cybersecurity and operational leadership, both in civilian and military organizations. In his previous role as Deputy NATO Chief Information Officer (CIO) for Coherence from 2021 to 2025, he led efforts in NATO’s Digital Transformation, data exploitation, and enterprise coherence. He also chaired the NATO Information Management Authority and was instrumental in expanding the NATO CIO Office’s mandate to include cybersecurity alongside Information and Communications Technology (ICT).

“I am honoured and grateful to join NCIA and lead, under the General Manager’s direction, such a talented and dedicated team. In the current geopolitical security context, our work is more important than ever. I look forward to building upon the strong foundation already laid by my predecessor and driving our mission forward,” stated Brigadier General Kociuba.
