This achievement reflects years of close cooperation and collaboration across the NATO enterprise. Allied Command Transformation spearheaded the capability’s conceptualization and validation, ensuring alignment with evolving operational needs and NATO’s broader digital transformation agenda. Equally critical, the NCIA led the delivery of technical implementation, integration, and rollout—enabling timely realization of the capability.
The declaration of IOC confirms software installation, testing and training of NATO land forces at two primary NATO locations, namely Allied Land Command in Izmir, Türkiye, and Joint Force Command in Brunssum, the Netherlands.
Focus now shifts towards achieving Final Operating Capability by end-March 2026. This phase includes the installation of the software at further NATO sites, enhanced interoperability with existing NATO software capabilities as well as delivery of tailored training material. Progress remains on-track with software installations already completed at the Joint Warfare Centre, Joint Force Command Naples and Joint Force Command Norfolk.
On 18 June 2025, officials from NATO, NCIA and Systematic, met at NATO Headquarters in Brussels, Belgium, to mark the milestone. NCIA General Manager Ludwig Decamps and Founder and Chairman Michael Holm attended the event.
The Initial Operating Capability ceremony was attended by representatives from NCIA, the Danish Delegation to NATO, Allied Command Operations, Allied Command Transformation, NATO Office of Resources and Systematic.

The DEMETER capability is fully compliant with Federated Mission Networking standards and supports seamless data exchange among NATO forces and partners, enabling faster decision-making and improved operational coordination in multi-domain operations. NCIA continues to collaborate closely with industry to deliver solutions that maintain the Alliance’s technological edge and competitive advantage across all domains.
