NCIA and Finland sign new Memorandum of Understanding for C4ISR capabilities


On 25 November 2025, the NATO Communications and Information Agency (NCIA), signed a new Memorandum of Understanding (MoU) with Finland. This agreement establishes the framework for future cooperation in Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) capabilities.


C4ISR integrates data-gathering platforms, communication systems, and data-processing technology to anticipate and neutralize threats while empowering political and military situational awareness and decision-making. The Memorandum will replace a 2019 framework of C4ISR co-operation under the NATO Partnership for Peace Programme, which Finland joined in 1994.

The signing ceremony took place at NATO Headquarters in Brussels, Belgium, and was signed by NCIA General Manager Ludwig Decamps.

Olli Ruutu, Director General of the Finnish Ministry of Defence’s Resource Policy Department countersigned the agreement, and was represented at the signing ceremony by Mikko Soikkeli, Chief Information Officer from the Finnish Ministry of Defence. The ceremony was attended by Ambassador Piritta Asunmaa, Finland's Permanent Representative to NATO, along with officials from the Finnish Delegation to NATO and the Finnish Defence Forces and NCIA personnel.

In an era of geostrategic competition, NATO faces mounting challenges to counter advancements in cyber and electronic warfare capabilities. NCIA continues to develop the Alliance’s C4ISR capabilities to meet these evolving demands, and enhance the flow of information between NATO forces and Allies. This agreement symbolizes an important milestone in Finland’s integration with NATO, strengthening the Alliance’s technical cohesion.
