On 17 February 2025, the NATO-Ukraine Joint Analysis Training and Education Centre (JATEC), the first NATO-Ukraine joint organization, declared Initial Operating Capability (IOC) during an opening ceremony in Bydgoszcz, Poland.
JATEC’s work will identify and apply lessons learned from Russia’s war against Ukraine, contribute to NATO’s deterrence and defence, and increase the ability of Allied and Ukrainian forces to operate effectively together. The Centre reaffirms NATO’s commitment to Ukraine, as outlined in the Washington Summit Declaration.

The opening ceremony was attended by senior NATO officials, including Deputy Secretary General Radmila Shekerinska, Supreme Allied Commander Transformation Admiral Pierre Vandier, Polish Deputy Prime Minister and Minister of Defence Władysław Kosiniak-Kamysz, and Ukrainian Deputy Prime Minister and Minister of Justice Olha Stefanishyna. NATO Communications and Information Agency (NCIA) Chief Operating Officer, Wiebe Nauta, also attended in representation of NCIA’s General Manager Ludwig Decamps.
NCIA, through actively working with partners, is playing a key role in ensuring the JATEC workforce can operate effectively and efficiently by providing Communications and Information Systems (CIS) equipment and digital capabilities in a timely manner. Efforts by NCIA’s NATO Digital Workplace (NDW) Centre included the delivery of the required devices to Ukrainian and NATO personnel, instalment and maintenance of a secure connection, and continued assistance for any arising CIS requirements.
