King Willem-Alexander and President Stubb visit NCIA in The Hague


On 12 December 2025, His Majesty King Willem Alexander of the Netherlands and President of Finland Alexander Stubb visited the NATO Communications and Information Agency (NCIA) campus in The Hague, as part of the President’s state visit to the Netherlands.


King Willem-Alexander and President Stubb were welcomed by NCIA General Manager Ludwig Decamps, who thanked the Netherlands for its enduring support as Host Nation and welcomed Finland’s engagement and contributions as a new Ally, highlighting both nations’ role in strengthening NATO’s digital capabilities.

Decamps provided a strategic briefing about NCIA’s mission and its evolving role as NATO’s cyber and technology hub. The delegation was briefed on how NCIA provides the secure digital backbone that enables NATO leaders and forces to connect and operate across all domains.

“Our environment is changing faster than ever. Hybrid threats are growing. Technology is accelerating. And Russia’s destabilizing actions and war of aggression in Ukraine continue to threaten Allied security. We must be ready to support collective defence at all levels. NCIA is transforming to meet these challenges and strategic priorities with a focus on readiness and accelerated delivery.”

The General Manager highlighted NCIA’s growing cooperation with Finland since its accession to NATO in 2023, noting that “Finland’s accession has strengthened the Alliance’s northern flank and enhanced our collective resilience. President Stubb, your nation brings world-class expertise that is already shaping NATO’s future capabilities.” He emphasized opportunities to deepen collaboration in technology, cyber defence and innovation as well as increased engagement with Finland’s high-tech industry and research community.

During the visit, the delegation toured NCIA’s Joint Intelligence, Surveillance and Reconnaissance and the Command and Control laboratories where NCIA design, test, and integrate technologies that enhance situational awareness, decision-making, and operational coordination across the Alliance. The demonstrations highlighted how NCIA’s capabilities and in-house solutions support NATO’s readiness.
