Dr Dylan Browne to lead NCIA as General Manager, succeeding Ludwig Decamps


On 12 December 2025, the NATO Communications and Information Agency (NCIA) formally appointed Dr Dylan Browne as its new General Manager. The Handover–Takeover ceremony also honoured the service and achievements of Ludwig Decamps, who concludes his tenure after guiding the Agency through a pivotal period of digital transformation and organizational evolution.


Senior NATO officials, Agency leaders, and staff gathered for the ceremony at NATO Headquarters to recognize Decamps’ long-standing service to NATO and welcome Dr Browne as his successor.

Over nearly twenty-five years of service to NATO, and particularly during his time as NCIA General Manager, Decamps has played a central role in strengthening the Alliance’s digital backbone. Since taking office in 2021, he led NCIA in enhancing support to NATO operations and exercises, advancing mission-ready digital capabilities, and reinforcing cyber resilience across the Alliance.

In response to an increasingly demanding strategic environment, Decamps took decisive steps to strengthen NCIA’s ability to accelerate and scale delivery, reinforcing partnerships with industry and operational partners. This shift has strengthened NCIA’s posture to meet rising operational and technological demands.

“It has been the privilege of a lifetime to lead this Agency and the talented people of NCIA,” said Decamps. “I am deeply grateful for the trust placed in me to guide the NCIA during a time of such profound change in NATO’s geostrategic environment. I leave with full confidence in the Agency’s direction and in its vital role in supporting the Alliance’s future.”

NCIA now welcomes Dr Dylan Browne, whose appointment was approved earlier this year by the Agency Supervisory Board (ASB) and confirmed by the NATO Secretary General.

Dr Browne brings to NCIA a distinguished record across the commercial and governmental space sectors. His career spans leadership roles in satellite communications, technology, and advanced connectivity programmes, including Amazon, OneWeb, Airbus Defence and Space, as well as the European Space Agency.

Across these roles, Dr Browne has demonstrated a consistent focus on delivering mission-ready solutions in complex, multinational environments. This aligns closely with NCIA’s mandate to provide resilient, secure, and interoperable digital capabilities for the Alliance.

“Leading NCIA is a responsibility I take on with a deep sense of purpose and a firm belief in the mission of this Alliance. I believe profoundly in what NATO stands for: the defence of our shared values, the strength of our unity, and the security it provides to one billion people”, Dr Browne stated. “I believe just as strongly in the Agency that underpins NATO’s digital strength and I am sincerely grateful for the confidence the Nations have placed in me.”

Following the ceremony, Dr Browne formally assumed his responsibilities as General Manager. NCIA enters its next chapter building on the strong foundation established under Decamps’ leadership, continuing to enhance NATO’s technological edge at a time of rapidly evolving security challenges.
