NCIA to deliver NATO Secret Mobile Capability to the Command Structure

On 16 July, the NATO Communications and Information Agency (NCIA) signed a contract with industry partner CGI Germany for the provision of Hermes, an advanced mobile capability, able to operate up to the NATO Secret classification.

Until now, accessing NATO Secret information was restricted to fixed, accredited locations. Hermes introduces a mobile alternative, allowing users to work securely and flexibly, from other locations, while maintaining the highest security standards.

The Hermes solution is an advanced mobile capability built around a secure laptop that supports multi-security domains with a compact, all-in-one system. It is designed to empower military leaders and staff across the NATO Command Structure to maintain full operational effectiveness while working remotely, without compromising security.

The initiative began in March 2023, when Allied Command Operations (ACO) identified an urgent need for enhanced mobility solutions to ensure NATO's operational agility and business continuity. NCIA quickly mobilized to define requirements and launch an accelerated development process, following successful coordination across NATO stakeholders and a positive security accreditation, NCIA received authorisation in mid-2024 to move forward with industry engagement.

On 16 July, a contract signature ceremony took place at the NATO Headquarters in Brussels, with leadership and senior representatives from NCIA, CGI Germany, and ACO in attendance. CGI will deliver the solution with the support of Secunet Germany.

“Hermes is a pioneering capability that will enhance NATO’s ability to operate securely, flexibly and without interruption. This milestone was possible thanks to early, sustained, and active collaboration among all stakeholders,” said NCIA General Manager Ludwig Decamps.

“Providing this critical new capability to NATO Leaders in these demanding times makes us proud. Following NATO´s outsourcing strategy CGI provides this capability as a service in close collaboration with NCIA, assuring the appropriate security measures based on our 20 years of experience with NATO´s operational networks,” stated Jens Elstermeier, Senior Vice President, CGI Germany.

With the contract now in place, Hermes enters its delivery phase. Deployment is planned for 2026, bringing modern, secure mobility to personnel across the NATO Command Structure and strengthening NATO’s operational effectiveness.
