Description:

The NATO Communications and Information Agency, NCIA, hereafter referred to as the Purchaser or NCIA. NCIA provides subject matter expert (SME) support to the assessment of 5G/IMT technologies for military applications. This work delivers a cloud-native web platform implementing the 5G Conformance and Testing Platform (5G CTP), a certification system that validates 5G equipment against STANAG 5665. The operating model is analogous to the Global Certification Forum (GCF) approach for commercial 5G, adapted to NATO governance. The Purchaser owns the certification scheme and its criteria; the underlying conformance testing reuses existing 3GPP 5G NR conformance test specifications wherever a STANAG 5665 capability is already covered by them. Device testing is performed by authorised test centres from a NATO nation using validated test platforms. So that the base 5G CTP is self-sufficient and does not depend on an unexercised option, the base scope includes a capability-model configuration interface, an administrative interface through which NCIA maintain the STANAG 5665 capability model, Implementation and Conformance Statement (ICS) fields, and applicability rules that the 5G CTP consumes. This interface is a permanent part of the 5G CTP and is required in all cases because the 5G CTP cannot apply certification logic without a maintained capability model. This Statement of Work (SoW) covers the feasibility study, certification web platform, the scheme and certification logic, the base capability-model configuration surface, and the integration interfaces with the Standards Management Portal (SMP) prototype. The conformance test case mapping, the reference test environment, the test automation and reporting layer, and the conformance methodology advisory will be provided through the Purchaser.
