  Last Updated: 10/Jun/2026

Method: NATO Competitive Procurement

Reference: RFQ-CO-424368-DCS

Description:

NCI Agency was mandated to provide NATO with the necessary capability enhancements to facilitate labelling of the Federated Mission Networking (FMN) Spiral 4 Core and Distributed Collaboration Services on the Operational Network. NCI Agency intends to procure a Commercial-Off-The-Shelf (COTS) software labelling tool to target informal email and Microsoft Office Documents. The purpose of this project is to perform COTS adaptation and independent verification and validation testing (including security validation) to ensure that the selected COTS solution meets the compliancy requirements with the current NATO Labelling standards ADatP-4774, ADatP-4778 & ADatP-5636 and provide the required metadata labelling capabilities for FMN. The main adaptation required for the COTS is the specification and implementation of a Metadata Binding Service API to enable core metadata functionalities ensuring interoperability and service federation.
