NCIA supports Steadfast Foxtrot, NATO’s biggest war game exercise


From 21 to 27 March 2025, Exercise Steadfast Foxtrot took place from the Joint Support and Enabling Command (JSEC) located in Ulm, Germany. Approximately 200 participants from more than 20 NATO Nations and 30 entities participated in a tabletop exercise simulating a wartime operation, which was designed by experts from the Joint Warfare Centre.


As NATO’s biggest war game exercise, Steadfast Foxtrot reinforces the Alliance’s readiness and preparedness to respond in a crisis and conflict scenario, enhancing interoperability by training enablement, force deployment and sustainment missions.

This year’s iteration consists of two separate war games utilizing the Logistics Functional Area Services (LOGFAS), a suite of tools developed and maintained by specialists from the NATO Communications and Information Agency (NCIA). The goal is to improve collective understanding and coordination amongst Allies in the implementation and application of existing procedures as well as the joint decision-making process.

“One of the main goals of Steadfast Foxtrot is to promote the use of LOGFAS and ensure a collective and collaborative planning of Nations and NATO,” said LTC Christopher Horny, JSEC Officer of Primary Responsibility for Steadfast Foxtrot. “NCIA´s contribution with LOGFAS expertise is crucial to achieve this. Without it, we would not have succeeded in this regard.”

LOGFAS tools support NATO logistics processes for strategic movement and transportation, multinational deployment planning and execution, in-theatre movement scheduling, and sustainment planning. During the exercise, LOGFAS is used to simulate deployment and sustainment of forces, and contribute with selected areas of logistics support to the medical war game, enabling Commanders to efficiently plan, execute logistical support processes and execute effective decision-making.

“LOGFAS brings together the logistics community by integrating complex workflows in challenging environments,” stated Marius Rofel, NCIA LOGFAS expert, during his deployment to JSEC for the exercise. “Steadfast Foxtrot is an excellent opportunity for LOGFAS to support with realistic simulation insights of NATO decision-making in a demanding, high-pressure scenario.”

NCIA looks forward to continued involvement in LOGFAS employment in future exercises, to exploit the tool’s full potential and to understand evolving requirements for delivering improved software support solutions.
