NCIA JISR Chief chairs the C4ISR global conference

On 29 and 30 April 2025, the NATO Communications and Information Agency (NCIA) Chief of Joint Intelligence, Surveillance and Reconnaissance (JISR), Matt Roper, chaired the C4ISR* global conference in London, the United Kingdom.

The 12th edition of the event brought together industry leaders, innovators and leading experts to explore the latest advancements and trends shaping C4ISR technologies. The two-day conference focused on leveraging technological advantage, maintaining resilience across interconnected systems, and addressing evolving international requirements. Key agenda topics included emerging technologies, multi-domain operations, data integration and big data analytics, and the impacts of artificial intelligence (AI) and machine learning (ML).

Matt Roper served as Chairperson for the event, delivering a keynote speech and kick starting the activities on both days. “We are at a delicate point in time where strong collaboration between solution providers and military allies is critical in delivering transformative capabilities and securing strategic advantage on the battlefield through interoperable solutions,” Roper stated. “This event will greatly contribute to the success of our collective missions and strengthen resilient partnerships by sharing insights and cooperating with our global C4ISR affiliates”.

On day two, the JISR Chief also moderated a panel discussion titled “Observations from today’s geopolitical landscape: what technological advancements are needed”. This session explored how the latest advancements can accelerate decision-making across Allied forces, from initial threat surveillance to operational decision-making. Expert panellists discussed how cutting-edge technologies including AI, ML, and real-time data integration are revolutionizing the C4ISR landscape.

Participation in this conference provides NCIA with exposure to a wide range of key government and industry partners across the C4ISR domain and a strong voice in important discussions on global ISR capability development, implementation, coherence, and integration.

NCIA’s JISR team continuously supports NATO operations, exercises and processes by providing and maintaining a wide range of intelligence services and capabilities to the Alliance. It also supports NATO interoperability through exercises such as Northern Spirit, Joint Power Optic Windmill and Naval Information Warfare Systems Command. As NATO’s Counter-Unmanned Aircraft Systems (C-UAS) Centre of Expertise, the JISR Centre also delivers critical C-UAS equipment, contributing to the readiness of the Alliance.
