End to end capability delivery
The NCI Agency is NATO's C4ISR and ICT provider, including cyber and missile defence. We provide a full life-cycle approach: from analysis and concept development through experimentation and capability development to operations and maintenance. Our core business is research, acquisition, development and operations and maintenance of advanced technology for NATO, specifically in the C5ISR domain - coalition, command, control, computers, communication, intelligence, surveillance and reconnaissance.
We perform requirements capture, systems design, acquisition, integration, engineering, testing and technical support for assigned NATO systems, as well as the delivery of new systems and capabilities to meet new threats and challenges, and to support NATO's transformation, operations and its political decision-making processes. Wherever NATO deploys on operations or exercises, the NCI Agency is there, providing communication and information systems (CIS) services in support of the mission. Equally important, the Agency provides the communications for NATO's political and military headquarters and facilities in Europe, North America, and Asia.
Some of our core tasks include:
Operating, maintaining, controlling and administering the central components of NATO’s networks, providing coverage of mission essential systems 24 hours a day, 7 days a week.
Providing strategic and policy advice to headquarters' leadership to ensure the efficient and effective use of CIS resources.
Providing secure and non-secure computer, telephone and video conference services to NATO's static headquarters.
Ensuring the compatibility of new CIS hardware and software on NATO’s networks.
Providing technical advice; installing computers, telephone and video conference equipment; conducting hardware and software maintenance; configuring and controlling networks; and providing training for personnel on NATO communication and information systems.
The Agency is dedicated to providing operational flexibility, rapid deployment, quick fault reaction and world-class customer support. The Agency does this by using fielded systems in the most cost-effective and efficient manner employing industry best practices.
Our specific expertise lies in:
Support to NATO operations, including the delivery of advanced capability into very difficult conditions.
Capability Planning and C5ISR Architectures - operational research and analysis; military operational analysis; strategic and campaign assessment capabilities; business process analysis and Information and Knowledge Management; and enterprise architectures.
Cyber defence and Assured Information Sharing - supporting the buildup of NATO's cyber defence; enabling coalition interoperability; developing machine-understandable standards; industrialization of the metada registry; creation of ontologies to further interoperability and the ability to share information; information assurance research and development, experimentation and expertise; procurement of information assurance products (mostly cryptography).
Exercises and Training - modelling and simulation methodologies, data, tools and services; exercise preparation and exercise management tools, 'mediationware' to feed NATO C4I systems from simulations and exercise support tools; exercise preparation (support to exercise planning, computer-aided exercise database development and validation, scripting); conduct of exercises (computer-aided exercise technical support, EXCON manning).
Operations Planning and Execution - missile defence, and air, land and maritime command and control; requirements capture in J3/J5 area; experimentation to demonstrate new concepts and elaborate procedures; acquisition and development of new services for planning, joint and component command and control capabilities; development and implementation of interim systems; support to operations.
Joint Intelligence, Surveillance and Reconnaissance - scientific and technical expertise in JISR - architectures, concepts and fielding, standards, tactics, techniques and procedures, interoperability; exploitation, cross-cueing and tracking, intelligence production, electronic warfare, active and passive sensors; MAJIIC programme; advanced CIED technology; acquisition and integration of sensors; ISR interoperability.
Integration Support and Value Added Services - logistics management; movement and transportation; geospatial and meteoreological systems; systems integration; Joint Common Operational Picture and situational awareness; medical; and civil-military cooperation.
Core Services - core infrastructure services; core applications (e-mail, formal messaging, directory services); knowledge management and technology (document handling services, chat, collaborative services).
Networked Communications Infrastructure Services - wireless; wired deployable; deployed; static; digital IP-based services; ad-hoc networking; space-based IP-router; federation of networks; SATCOM; extending networks (e.g. HF, SATCOM) to maritime users.
Battle Laboratories - state of the art facilities that allow for testing and validating of interoperability of national capabilities and Industry products with NATO systems; CFBLNET; cyber, missile defence and NATO-Russia test beds; integration test beds.
Acquisition and procurement of advanced technology - NATO and Agency regulations, guidance and procedures; NATO Security Investment Programme.
Programme, portfolio and project management - over 50 years of experience in managing complex, urgent, multinational and national military C4ISR programmes and major acquisitions, also on behalf of Nations.
